Description

The Children's System of Care (CSOC) for seriously emotionally disturbed children, adolescents and families represents a major reform from the old way of "doing business" in educational and human services. The various public/private child service sectors that have served these youthful clients often defined the needs of the same clients and their families differently. This resulted in conflicts among agencies, fragmentation of services, and frustrated consumers. The old way of "doing business", such as providing probation or mental health treatment in isolation from other partners, oftentimes resulted in rising group home and state hospital placements, unnecessary juvenile justice interactions, and increased health and educational costs, not to mention poorer outcomes for the child and family.
