The goal is to increase employment and high school completion rates, as well as improve the long-term economic well being of youth in the Empowerment Zone communities, The YO! Approach addresses the total person, focusing on a youth development model of comprehensive education, career development, college connection, leadership, and youth support services. The Baltimore Youth Opportunity System offers out-of-school and in-school youth aged 14-21 years comprehensive youth service programs within workforce development and youth development models of service delivery. Five community-based organizations operate Youth Opportunity centers within two Baltimore City Empowerment Zones, and dropout prevention programs are offered at four high schools (Douglass, Patterson, Southern and Southwestern). YO offers jobs and career preparation, educational and supportive services and resources to remove barriers to long-term unsubsidized employment and future economic sufficiency.
