Began in 1978, funded by Maryland Children's Medical services, to promote the development of young children with special needs and their families. They provide aid through comprehensive assessments, early intervention services, family support services, parent education, counseling and specialized childcare. PACT is not affiliated with the Kennedy Krieger Institute.
